Chief Paul Schnell

Paul Schnell was sworn in as Maplewood’s police chief in July 2013. Prior to joining the Maplewood Police Department, Paul served as Chief of Police for the City of Hastings, Minnesota. Paul has more than 20 years of policing experience having worked in urban, suburban, and rural communities. Paul began his law enforcement career as a deputy with the Carver County Sheriff’s Office, serving in a variety of assignments for 7 years. He joined the Saint Paul Police Department in 1999 and served with the department for 12 years. During his time with the St Paul Police he worked a variety of patrol, investigative, and administrative assignments. For nearly 4 years, he was the department’s spokesperson/public information officer. In 2003, Paul was named the Saint Paul Police Department Officer of the Year.

Paul holds a Bachelor of Social Work degree from the University of Saint Thomas and a Masters degree in Organizational Leadership from Saint Catherine University both located in Saint Paul, Minnesota. Paul serves as an elected director on the Minnesota Chiefs of Police Association. He is active in a variety of community and non-profit organizations.

Paul regularly provides training in a variety of law enforcement specialties, including, investigating crimes of violence against women, law enforcement ethics, community policing and problem solving strategies, and diversity.

Commander Dave Kvam

Starting his law enforcement career in 1989, Dave Kvam has served as a peace officer in rural, urban and suburban communities. Since coming to Maplewood in 1993, Dave has carried out a variety of patrol, investigative, and administrative assignments, including patrol officer, field training officer, investigator, sergeant, and lieutenant, prior to being promoted to deputy police chief in 2009.

Dave holds a Master of Arts degree in Police Leadership, Education, & Administration from the University of Saint Thomas. He is also a graduate of the 231st session of the FBI National Academy held at Quantico Marine Corp Base, Virginia.

Dave is an active member in a variety of law enforcement associations and participates in several volunteer and non-profit organizations or efforts.

Commander Michael Shortreed

Mike began his law enforcement career with the Maplewood Police Department in November of 1996. Prior to joining the department, Mike worked as a Correctional Officer with the Washington County Sheriff’s Office and a Public Safety Dispatcher/Community Service Officer with the White Bear Lake Police Department.

Mike currently is assigned as the Commander of the department’s Patrol Division. Mike’s other positions and assignments throughout his career in Maplewood have included Patrol Officer, Patrol Sergeant, Patrol Lieutenant, Retail Crime Officer, Paramedic, Field Training Officer, Investigations Commander, and Traffic Safety Officer.

Mike holds a Bachelor of Science degree in Criminal Justice from Street Mary’s University and a Masters of Arts degree in Management from the College of Street Scholastica.

Mike is a member of the Law Enforcement Torch Run Executive Council for Special Olympics Minnesota, and serves as the State Chair for Polar Plunges. He also is active in a variety of community and non-profit organizations.

Lieutenant Kerry Crotty
Kerry Crotty was sworn in as a police officer with the Maplewood Police Department on February 12, 1996. Since being sworn in Kerry has held a number of different positions including Paramedic, Field Training Officer, Retail Crime Officer, Patrol Sergeant, Administrative Sergeant and on May 11, 2009 she was promoted to Lieutenant.

Kerry is currently assigned to the Patrol Division.

Kerry holds a Bachelor of Arts degree in Criminal Justice from Saint Cloud State University.
